Since 1998, the County of Orange has coordinated a comprehensive regional Continuum of Care (CoC) to develop and implement a strategy to address homelessness in Orange County. The Orange County Continuum of Care covers the Orange County jurisdiction, including 34 cities and Unincorporated Areas. Participation from County departments and agencies, local governments, homeless, housing and supportive service providers, community groups (including non-profits, faith-based organizations, interested business leaders, schools, individuals with lived experience and many other stakeholders) is welcomed and encouraged.

The Orange County CoC Board is the governing body for the Orange County CoC whose purpose and scope is to implement the Continuum of Care program. The Continuum of Care Program is authorized by subtitle C of title IV of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11381-11389). As noted in CFR 24 Part 578.1, the Continuum of Care program is designed to:

  1. Promote communitywide commitment to the goal of ending homelessness through Regional Coordination and collaboration.
  2. Advocate for funding and resources to end homelessness and provide funding for proven efforts by nonprofit providers, States, and local governments to quickly rehouse people experiencing homelessness, while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness.
  3. Promote access to and effective utilization of mainstream programs by homeless individuals and families.
  4. Promote implementation of best practices and evidence-based approaches to homeless programing and services.

The Orange County CoC has number of committees aimed at coordination and collaborating on specific functions and programs associated with the Continuum of Care Program. The committees contribute to the ongoing planning, coordination and collaboration of homeless services and programs to address the needs of individuals and families experiencing homelessness and preventing homelessness.
